Buyer for External Staffing
Context of the mission
Clients Competence Centre external staff is an internal entity which provide different departments all services in relation with resources augmentation in external resources. It's of strategic importance for lot of departments to have a quick and flexible solution in order to increase their human resources just-in-time and with high qualified profiles. In lot of situations, they will look at external staff for this purpose. The scope is today TOPS.
The main mission of this competence centre is to be the intermediary between the internal requestors and the market in order to
- Search new resources
- Follow up the existing portfolio of missions
The scope of these sourcing activities is to manage all strategic, tactic and operational aspects of this activity that represents more than 500.000.000 Euro spent each year.
In this context we are looking to expand our team with a buyer IT to take charge of the negotiations for existing and new contracts for external staff.

Duration : Min 6 months with possible extension
Language requirement
- Sound knowledge of English (fluent in reading and writing)
- Good knowledge of French and/or Dutch

Mobility: Location Brussels
Objective of the job As buyer, you work directly under the head of the competence centre external staff and you are responsible for following tasks:
- Acting as an interface in the defined scope on all issues between internal customers and suppliers. Handling any day to day questions, concerns and problems from our internal clients.
- You negotiate both purchase of new missions and prolongations of existing contracts. You defend the interests of our internal customer and take care of all types of issues in order to respect the agreements concluded between us and our internal customer.
- In this process where quality is and will always remain the main aspect; you are personally responsible to optimize the contractual and financial conditions of each deal.
- Managing with existing tools, assuring that the information is up-to-date in order to guarantee the quality of the process end to end.
- In collaboration with competence centre management and business partners, evaluating existing procedures and proposing improvements.
- Building good and productive working relationships with the team, key divisional personnel and internal clients.
- Giving advice to internal clients, analysing process and proposing solutions in case of difficult situations.
- Management of the administrative activities linked to the process
- Regular reporting of activities to the manager of the department.

Required knowledge and personal skills:
- Tenacious and ambitious negotiator
- Ability to work self-supporting according general guidelines.
- Respects ethical and deontological principles
- General knowledge of the ICT sector.
- Excellent oral and written communication skills.
- Able to take on an advisory role towards internal clients.
Required experience:
- 3 years total experience in commercial function with hands-on experience in contract negotiations
- Candidate needs to be able to combine knowledge of legal aspects in this commercial activity with recruitment orientation
Knowledge of social (labour) law and/or HRM is an added value.
